Community Development Block Grants - ADAPT AND REUSUE TOPIC


Community Development Block Grants:  The Community Development Block Grant (CDBG) program is a program that provides communities with resources to address a wide range of community development needs.  The CDBG program works to ensure decent affordable housing. The federal government provides these funds to creates jobs through the expansion and retention of businesses.  CDBG is an important tool for helping local governments tackle serious challenges facing their communities.  HUD determines the amount of each grant by using a formula based on community need, extent of poverty levels, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.  CDBG, like other block grant programs, differ from categorical grants, made for specific purposes, in that they are subject to less federal oversight and are largely used at the discretion of the state and local governments. 
   In Dallas, the City is in charge of distributing and overseeing these funds.  The County distributes fund to Cities and only administers the CDBG funds to its unincorporated areas and smaller cities with populations of less than 50,000. 
    The main objective of the Community Development Block Grant (CDBG) is "the development of viable urban communities" accomplished by "providing decent housing and suitable living environment and expanding economic opportunities."
Some commons programs that are using these funds are martgage assistance programs, after school-out resch, senior services, low-income dental programs and offender re-entry programs.
